If you are the victim of an injury that is the fault of a US federal employee in the United States you can bring a claim under the Federal Tort Claims Act (FTCA). Suing the federal government under the FTCA involves an administrative process as well as a lawsuit in federal court. If you are the victim of an injury that is the fault of a US federal employee outside the United States you may be able to bring a claim under the Military Claims Act. There is no right to sue in court under the MCA.
